Tom was my late Dad Alan's boss and mentor at Coventry City Council in the 1970's. I have very fond memories of us visiting as a family when I was a small child and playing with his own children's toy chocolate vending machine!! I'm sure that he influenced my dad's career so that he wrote books about childcare and foster care and helped set up ChildLine. We now live in the Cotswolds near Great Tey but he was unable to come to Mum's 80th birthday after Dad had died. I am so so sorry for the loss of a great man. I can't come to the funeral as I have work commitments that can't be shifted but much love to all the family xx. Best wishes, Caroline Norris nee Holden

I was a child in a children's home in the early 80s and remember Tom being a brilliant advocate for all children in care. He genuinely cared which is a rare quality in children's services especially now. Rest easy Tom and thank you
